Position Purpose
Serves to develop, implement and manage the services, programs, and funding sources that provide for the Victim Outreach Program, Battering Intervention and Prevention Program (BIPP), Community Education Program, Emergency Shelter Program and the Suburban Homeless Outreach Program.
Major Responsibilities
Direct Service Responsibilities:
1. Provide crisis intervention, intake, individual and group counseling support and oversight as needed in all client service programs.
2. Provide clinical supervision to staff and interns in all client service programs.
3. Available after hours to provide consultation and support to staff and interns.
4. Serve as an advocate for victims of domestic violence by communicating with other community agencies and through community education.
5. Appear in court on behalf of clients and provides expert testimony on behalf of victims when appropriate
Administrative Responsibilities:
1. Plans, implements, evaluates and supervises crisis intervention, counseling and supportive service programs that promote the safety, healing, and empowerment of battered individuals, their children and people who use violence in their intimate relationships.
2. Interviews, hires/fires (in consultation with the Executive Director), trains, supervises and evaluates performance of Victim Outreach Coordinator, BIPP Coordinator, Community Education Coordinator, Emergency Shelter Coordinator, Transitional Housing Coordinator, interns and volunteers to ensure quality professional services and compliance with ethical code of conduct.
3. Helps design, refine, and maintain a system to evaluate service delivery, efficiency measures, maximum program output, effectiveness outcomes, and client satisfaction.
4. Facilitates problem and conflict resolution sessions with all client service program staff as appropriate to address job-related problems on a timely basis.
5. Keeps Executive Director informed of critical issues and changes in client programs.
6. Assists in the development of budgets, programs, and educational materials relating to non-residential services.
7. Oversees budget and manages expenses for all client service and community education programs.
8. Assumes responsibility for the development of most client service driven grants, particularly those with government funding.
9. Ensures compliance with grants that support clinical and supportive services including monitoring of objectives, outcomes, and the bottom line. As well as submitting required documentation, participating in grant audits, and completing all required reports.
10. Ensures the accuracy of client records for the purpose of the Texas Department of Health and Human Services Commission contract, other grant monitoring entities, and compliance with agency guidelines.
11. Ensures the establishment of on-going working relationships with police departments and other local criminal justice officials.
12. Develops, recommends, and implements non-residential polices and procedures.
13. Actively participate in community coalitions as needed to coordinate supportive services.
14. Attend training as necessary to maintain accurate and adequate knowledge in the field of domestic violence.
15. Maintain necessary statistical information and submit required reports as scheduled.
16. Participate in clinical and organizational staff meetings.
17. Provide community education relative to the dynamics of domestic violence.
18. Assist the Volunteer Program Coordinator when appropriate in recruiting, training, and supervising volunteers.
19. Represent New Beginning Center at seminars, educational presentations, and community planning meetings.
20. Serve as back up for emergency crises and phone operations.
21. Work with the management team for organizational development, strategic planning, and coordination of services.
22. All other duties as assigned.
Skills, Knowledge, and Abilities Required
1. Master’s degree in counseling, psychology or social work with either an LMSW or LPC license. Preferred Ph.D.
2. Certified to provide licensure supervision.
3. Two years relevant residential and/or non-residential client service management and counseling experience, preferably with agency serving battered women.
4. Individual, group and psycho-educational skills.
5. One year relevant grant writing and grant management experience with government grants, preferable with a non-profit organization.
6. Demonstrated experience with and sensitivity to varying cultural, ethnic, and social backgrounds, values and attitudes.
7. Knowledge of and commitment to counseling techniques, which empower victims of domestic violence and knowledge of the human service delivery system and legal system.
8. Effective verbal and written communication skills to deal with a wide range of professional and non-professional people.
9. Ability to work as a team member and to coordinate all client service programs with other agency programs
10. Problem solving and conflict resolution skills necessary to insure timely solutions to problems that may affect productivity, quality of services, and staff morale.
11. Working knowledge of the dynamics of domestic violence.
12. Acceptance of agency philosophies regarding domestic violence, internal conflict resolutions and how decisions are made.
13. Maintain a professional appearance and demeanor.
Working Conditions
1. Hours: 40 hours per week. Must be available to work some evenings and weekends.
2. Equipment and Materials used- Continuous: IBM PC, printer, and telephone. Frequent: copier, typewriter, fax machine and ten-key calculator. Occasional: standard office and audio/visual equipment and dolly.
3. Physical tasks: Continuous: sitting. Frequent: talking, listening, reading and viewing. Occasional: standing, squatting, stooping, reaching, lifting and moving and light lifting and moving.
4. Environmental Demands: Continuous: indoor activity and exposure to fluorescent light. Occasional: outdoor activity.
5. Other work conditions: Continuous: regular and punctual attendance; work independently, without constant supervision, wear appropriate office attire. Frequent: work as a team member, travel between facilities. Occasional: flex time and work on special projects. Criminal background checks conducted on selected applicant.
6. Location: Outreach and Administrative Office: 218 N. 10th St. Garland and confidential location (emergency shelter for battered women and their children).
